Why I can't choose the payment way ?

I want to use PayPal balance for purchasing so ,Why I can't choose the way of payment ?

I only prefer to do all my purchases In my account by using  PayPal balance . In the following pictures shows that after signing to my account for  purchasing something with 30 dollars , I must add credit card regardless If there is a balance (already there is 30 $ in my PayPal balance )

You need to add a card to verify your paypal account and provide a back up funding source before you can use that balance.
