Non-receipt Claim

Hi,

I recently raised a non-receipt claim against a seller who I had previously had successfully bought and had delivered some goods. On this occasion, the seller contacted me about a deal on some goods (4x 6 Dualit slice toaster to be specific totally £348) which after some thought I decided to take him up on the deal.

He raised me an invoice via PayPal and I made payment against it. After not receiving the goods well over a week after I had been promised and after contacting the seller on numerous occasions via text and email and also getting PayPal to send an email contacting the seller to advise them to send the goods I decided to open a case.

To my surprise this morning, I have had an email from PayPal stating that they have closed the case in favour of the seller. The seller as far as I can see hasn't responded to any of the messages I have sent via PayPal relating to the case and as only provided a tracking reference number of 0 with the Royal Mail, yes that's right this isn't a typo a single 0 was used as a tracking reference number.

How does this work & what options have I got now? I can see that you are able to appeal a decision BUT only if you have received the goods and they are not as described - I haven't received anything so what options have I got now.

This to me is simply a fraud and now feel that I have been let down by PayPal big time, leaving me questioning what's the point in using PayPal.
