Item not received and over 180 days since purchase

Purchased a tent replacement canopy on February 04, 2015.  Every time I contacted the seller, they said it was delayed but would arrive.  Since I assumed that they were a legitamate business, I waited and followed up with phone calls.  In August 2015, they said they would send a refund check.  Again, I called to follow up on the check and was given the run around.  Can PayPal help in any way?  At a minimum, this company should not be able to continue to use PayPal to scam future buyers.
