Item not received. Opened a dispute HELP PLEASE

Hi there.

 

First time posting a topic on Paypal, but I would appreciate some help.

 

I bought an iPhone and used paypal to pay for it. It cost £300 so quite a lot of money. After I sent the money to the seller, he didnt contact me at all. I emailed him lots of times, but got no responce.

 

I have just opened a dispute to find out where my phone is and suprosingly he has responded straight away saying that he has posted the phone to me and I should have received it by now, and that he will not refund me.

 

I just want to know what my options are for different scenarios:

 

1) He provides a tracking number which shows it has not been delivered

 

2) He does not provide a tracking number

 

3) He has posted it to the wrong address

 

4) He says he has posted it and that I should wait to receive it, but time is running out to raise the dispute to a claim.

You only have 45 days to open a dispute for item not received on ebay or paypal.

but i dont understand why the seller is not respondeing to my messages. is there any other options left? thank you.

Must beware of this seller/buyer, "paperprojection" she buy things from this account and address them to different addresses, and asking not to put invoices in, so I think she is listing things from other ebay sellers and sells them that way, I have 2 accounts on ebay selling things, she had bought 4 items of me from my both accounts in different dates, and she open case in all 4 items not received, trying to get mobey back using the ebay policy, as she know my listings are shipped out first class only not signed for, total online frund this is!! So she can make money from both ends, her buyer and cliam item not receive and refund her from me, without having any stocks her own to sell.
