How to open a dispute as a paylpal guest user?

I paid via paypal as a guest user for books in E-bay. My items did not arrive. E-bay directed me to Paypal. However, I can not open a dispute in Paypal. Thank to help me out.

I believe as a buyer or seller on ebay, you are now required to have a paypal account, so what do you mean by you paid as a "guest user"?  If you paid by credit card, call your card company and initiate a charge back.  Of course, as a seller on ebay, I would always suggest to contact the seller first...  If your involved in a transaction with a seller, and want to contact them, type into the help bar on ebay "request sellers contact information".  Youll be asked for the sellers user id, and the item number, and ebay will then email you their contact info (address and phone), and will also email them your contact info.  Remember, the postal service is always back up around this time of the year, so be sure to give them enough time for your item to arrive, an try to contact them first, if they still arent willing to work with you, go to paypal, click the contact us link, and call them at the provided #.  They'll direct you on what you need to do..  I hope this helps, and if so, please be sure to give me "kudos" by clicking the thumbs up under this post.  Thanks, happy Thanksgiving!

PS.  If your an advantage member, there is no way you are a paypal guest, as you must spend over $5k a year as a paypal customer to become an advantage member....  If you take the routes I suggested, you should come out on top.  Again, good luck!
