I have tried to pay for items purchsed on ebay using my paypal account but everytime I get the above message I have £68.00 in my paypal balance and money on in the accounts linked to paypal so not sure what the problem is

The problem still happening..... No idea what went wrong. I have made payment earliar on march , it went through smoothly. But now it alwasys shows this eroor, not for one payment , for everyone. My card is ok, checked that. Contacted paypay but they said my transaction fro that particular email id has been blocked by security reason and you can pay other ones but I canot do others also. I have waited 15 hrs and try again and problem still the same. 

NOW I AM WAITING FOR AT LEAST 48 HRS TO MAKE SURE AND TRY AGAIN ,, IF AFTER THAT IT DOES NOT WORK I WILL BOMB THE PAYPAL HQ.

There is a problem with the systems  nothing wrong with my cards...just had my bank check my cards...paypal have a problem...e-bay confirmed this!!!!

Hey guys i am having the same problem, can please anyone help?

I linked my prepaid credit card in to paypal but it only has like 2 dollar in it so i don't  know if that is the problem

secondly i dont hav ea bank account so i can't link it to paypa

and lastly i can finish my payment even though i have enough blance in my paypal

I am getting the same error message... the only reason I am confused is because it is only happening with one seller. I got the error message, decided to wait 24 hours since i had just successfully won an auction and bought something I thought maybe they flagged my account?

so after 24 hours I attempted to buy the outfit again, got the same error msg. Yet when I went to buy a hair accessory for more or less the same price, it went through easy peasy. Went back for the outfit I originally wanted yet this error message comes up again 😞 seller has no idea why this is either. Not sure what the issue could be but it is frustrating as its a last one and the only one in my size I can find anywhere online

I encountered this problem as well! But, I figured it out! I was trying to purchase multiple items, and two of them were from a different country. I purchased the ones from China individually, and was successful! The rest I could pay for as a group. If this doesn't work for you, I would suggest paying for all of them individually. However, if you encountered this on a single item payment, I don't know what to tell you. 😞

same issue here.... really disappointed, I have wasted a lot of time on this ... I think I will stop using PayPal/Ebay and order things using the superb Amazon!

I forgetting EBAY now....fed up..just bought same things from Amazon  NO PROBLEM.....EBAY you are a waste of space!!! and when I have contacted you over the last 24 hours you gave rubbish general answers!!! Shame on you

Same problem here, I think I'll stop using Paypal jsut when spend money in wallet because such a big company can't fix that problem, what a shame...

Issue resolved. The seller forgot that they had changed their email address for their PayPal account. I asked the seller to send me a direct request for payment and only then did she realize she couldn't log in under her old credentials and once she reset her password and logged in I was able to receive and send payment to the new email address she had on file with PayPal.

All this did was strengthen my faith in PayPal security, it did what it's supposed to do.
