I encountered this problem as well! But, I figured it out! I was trying to purchase multiple items, and two of them were from a different country. I purchased the ones from China individually, and was successful! The rest I could pay for as a group. If this doesn't work for you, I would suggest paying for all of them individually. However, if you encountered this on a single item payment, I don't know what to tell you. 😞 ~I hope this helped ;)~
