If you have a negative balance on your PayPal account, you will need to restore your balance before you can make further purchases.
May I suggest that you log in to your PayPal account and click on the restore your negative balance link. Once your balance is restored you can continue to use your PayPal account.
If the case is found in your favour and you have restored your balance then the funds will be added as a plus balance.
