Shipping label error

Is there a problem with Paypal's Shipping Label option?  I've used Paypal for buying postage and creating shipping labels for years, but these past few days, I just keep getting the same error message:

Unable to print the requested label at this time. The following error occurred.

Sorry, we’re unable to generate your label right now. Your account was not charged. Please try again later. ERRORCODE-50027

I've tried it on two different computers, different browsers - same thing each time.  Nothing has changed in my user profile, payment options, etc.
