Error Messages When Trying To Purchase Shipping Labels

Hello! I've used multi order shipping and individual shipping numerous times. So I know the steps and process to do so. However when I try to purchase labels it spins then posts a red error message Saying Unable to process. Please try again later. 

 

I've reached out to PayPal 5 times now. They all say to clear cache, clear cookies, and try various web browsers and it should work. They keep saying there is no  error or issue on their end. No matter what I try I get the same error.  Has anyone seen this before?
