I used to have another paypal account registered when i was living in a different country. Now i'm living in usa. And since i cannot update the country information on my address, i closed my account and registered this one.
However, when i try to add my credit card information, it says this information is being used by another paypal accout. (referring my old paypal account)
It sounds like you may have another account out there that's been overlooked. I would suggest clicking on "Problems logging in?" and then the option for a forgotten email address. You might be able to recover the email address from there and either log in or reset the password.
