i can't send money and PAYPAL customer service don't answer 10 days

i have write paypal suport many times , no answer !!
please help me I'm really get tired of so much complicated , on 8 Jan 2017 I have received email from PAYPAL with subject
Your Account Access Has Been Restored
Our review is complete and we have restored your account.
but when i'm trying to send money , I have received this Error
There's a problem
There’s a problem with your account. Please answer a few questions here so we can help you resolve this quickly.
If you continue to encounter problems, please contact customer service."
when I click on : answer a few questions here , get me to empty page with this title
