more then 9 months can't get my money from paypal ...

Hello dears,   hopw to find suoltion finaly here   9 month a go i have reccived money from my family to pay for my University   but paypal block the money and ask me to proof my identity- so what's problem - i'm Foreigner - don't have any goverment doument by my name related to my address    anyway finaly i have pass the vreifcation    on 31 jul 2017 - again asking me for proof my identity    but this time so funy  when i go to the link on email i have recived i got thie massage    Thank you for providing all the required information. You’re all set, and your account is back to normal.     copy from confirmation email on 08/01/2017     i have tired from this game , please all what i need to withdraw my funds and close this account ,  9 months and i can't get my money back , i'm really sorry to use Paypal service to receive money from my family ... i have write paypal suport many times , no answer !!   please help me I'm really get tired of so much complicated  , on 8 Jan 2017 I have received email from PAYPAL with subject      Your Account Access Has Been Restored     Our review is complete and we have restored your account.     but when i'm trying to send money , I have received this Error       There's a problem There’s a problem with your account. Please answer a few questions here so we can help you resolve this quickly.
