If you have paid x2 for one transaction then contact the seller and ask them to refund you the duplicate payment.

the first payment was not acknowelegded by paypal, so the seller did not receive it. the second payment was the one tht bounced. nd incured me nsf fees so as far as the seller goes, they think i didn't pay at all. also i am seeing here that i was also double charged for my other purchase. and the seller said they only received the money once

As this is an account issue think you best give customer services a call and see if they can sort it out for you.
Click on the words "Contact us" at the bottom of paypal pages > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent.

I called them 3 times at the 1-800 number, I don;t know why you don't put that number on your website, it would make way more sense then making everyone pay long distance charges. and they said they only took out the money once, but my bank says they took out the same amount 2 times for 2 seperate transactions. the sellers don't have the missing money either, this is unacceptable. what should i do next?

Its not MY number or MY website...did you not read the word "volunteer".
I am just an ebay seller that gives up my own time to help out here.
However if customer services can't do anymore for you then there is nothing I can do for you ...sorry.

sorry I did not mean to refer to you or anything like that, i just forgot that your only a volunteer, so anyways its on my bank statement and PAYPAL put it through twice. My bank did not and does not have the authorization to put a transaction through, PAYPAL has authorization and put it through twice and is denying it. yet they will not give me anyway to post a photo of my bank staement to proove it, this isn't very user freindly!
