You never need to upload funds to a bank account to pay sellers.
You can pay them direct from your bank account or card or whatever you funding source you have linked to your paypal account.
BUT if you have a bank account and do not have a back up debit or c.c. linked on paypal then it will go as an echeque and take a while to clear.
If you have a debit or c.c. you can pay direct from them.
The only time you need a bank account is when you are selling and want to withdraw funds to your bank account.
Or if you get a refund from a seller you can either leave the funds in yoru paypal balance for the next item you buy or withdraw to your bank account if you want to add one.
