Paypal does not recognise sign-up age

My daughter (18) wants to sign up for an account, but when she enters her DoB (24/10/1997) she is told that she must be 18 years of age. Any idea what's going on here?

My daughter is also trying to set up an account, paypal is rejecting her signup because it says she needs to be 18 (DOB 02/03/1995)
Any help would be appreciated.
