Paypal access card - Alternative customer support number please

I need to contact my Paypal card - there's no contact/help/customer services info in the card site just one one number on my actual card.

I am in France and I cannot get through as its an 0854.  Does anyone have an alternative (NOT 0870 etc) just old style like 0207 000 0000 

I tried "sayno to 0870 site but no alternative came up.

The 0845 number is the only one we have been given by the company the run the card for us. Sorry I can't be of more help
