Is there a Problem with Royal Mail?

I was wondering if the Royal Mail are having any issues? I have 2-4 people on eBay to whom I have sent items, but atleast 2 haven't received them. Two have waited 9 working days, and one of them opened a case after 5 working days after the item was sent, although the estimate was 5-8 days. It has now been 9 full working days, and neither have received the item yet, and I'm worried about the other 2 people aswell, as it's getting to be a long time, and I haven't received feedback, but received a message last night from one person who hasn't received it (although it was only 2 working days since I sent it). The other one has 8 working days, but still no feedback (although I know feedback isn't compulsory). Is there a problem with the Royal Mail right now? Or am I missing something?
I've also tried to help the buyer who has opened the case, but they are throwing it back into my face. I even asked a guy at the sorting office, and told this buyer what he told me, but the buyer refuses to do it, which is a minor thing that would take literally 5 minutes to do if that. I am also worried that if I give him a refund, and the item arrives, he won't send it back or pay again instead, as I got a very angry response from him when I asked. He also seems to be twisting my words when I talk to him on the case. I am not sure he is English, or his first language is English, either. What do you recommend I do? I have told him that once I can, I will list it as stolen/lost, but he is ignoring this completely. He is not even willing to do 1 minor thing like go to his sorting office to check for the item. He has now also given me negative feedback. I have now had to compromise 4 days of my life to try and help him, but I'm unsure what else I can do. I know it can be frustrating not to receive an item, as I had to wait over a month once for a seller to actually log in and send the item. I suspect he may be a scammer, as he sells several similar products of this kind, although I can't prove he hasn't received it either.
Also, the only time he attempted to contact me before opening the case was after 4 working days to ask when I sent the item.
I am new to selling on eBay. I have sent all 4 of these items with 1st class stamps, and items I sent have in the past normally arrived within 2-3 working days of dispatch? I may stop selling on eBay after this because of all these problems.
