Help please, going round in circles!

Hi, at the end of october i won my ebay item not described case but when i was refunded the seller made sure the refund bounced. I got in contact with paypal and you who said it was ebay's problem. So for a month now ebay has said they would refund me as the seller's refund bounced but they lied as today after emails of promising my refund's they said it's paypals problem as we can't get into your paypal to refund you? The other buyer who the same seller bounced refund with fot there refund off ebay after 8days! Thing is, i have told paypal and they insist it's ebay's problem. My point is i am the innocent party and i have been robbed and i paid via my credit card at paypal. Seriously all this has made me cry, it's not fair. Please advise me as ebay have lied and paypal is wrong as well. I thought bounced refunds are illegal? Please help thanks.

If you won an ebay buyer dispute then ebay should refund you, they don't need to get into your account all they need to do is send you the refund.

I would get back to them and state that you are recording the phone call and that if they refuse to refund you as paypal have insisted they should do then you will taking it to the small claims court.

hi, thanks for your advice, i do have a lot of emails saying they would refund me and i will record there phone call but somehow i knew i was being lied to when they said via email that they couldn't put it in paypal. They must think i'm stupid but the upsetting thing is i have now lost trust in ebay, i cant believe how they have treated me, worse thing is, the seller is a fraud and they know it but the evidence is there in his feedback and they have done nothing about him.
