Ebay charged back from my paypal account (??) and retured to the sender who even didn't claim

An eBay buyer won an action form me and his friend paid for the item. ( I don't know if he placed bid for his friend or his friend paid for him) I sent the item to the "confirmed" address provided by Paypal and after 3 weeks, the eBay buyer claimed that he didn't receive the package. Of cause he couldn't received the package as I shipped to his friend based on Paypal's rule. I asked him to ask his friend claim Paypal, he didn't (Why?) instead, he claimed ebay and ebay returned money to the ebayer's friend who paid money; but he never claimed. So who is in charge here: Paypal or eBay? How can eBay refund money from MY PAYPAL ACCOUNT directly to the unclaimed guy who paid for the product? Who have the right to claim paypal money back and who can do charge back? Any Idea?

Hi there did you supply a tracking number to paypal that proved delivery of the item to the paypal confirmed address that you sent it to??

No; but the point is the guy I sent the package to didn't claim. The ebay guy claimed he didn't receive package. I didn't send to him I send the the payer's confirmed address provided by paypal. The money was charged back by eBay and refund the the payer who never files any claim. He might receive the package or he should file to get his money back. That is I asked the eBayer and also ebay to let the payer file so make sure he didn't receive the package.
Can't use register mail as the total only around $50.00 and oversea register letter costs around $15.00. Also I am selling stamps and most of stamps I am selling is below $10.00 and we charge $1.00 - $200 to send oversea. There would have been no problem if payapl payer claims; but he didn't.

Yes but if he claimed you still would have had to refund so either way you would have lost money unfortunately.

Yes, if the paypal payer claims; buy he didn't. He might receive the package(?).
What I understand is: only paypal payer has the right to claim for money back as he paid. Any credit card charge back needs card holder's claim no matter what. The paypal should follows the same rule. Now comes eBay and make simple thing a mess: the payer doesn't claim and gets money back. Very simple solution like I asked the ebayer to do: ask his friend who paid to claim through paypal. Ebay involves in charge back, that really suprises me. They should let paypal handle all mess.
