Changeing Bank account status

Has anyone had their account status changed from confirmed to unconfirmed with out notice?

I'm having trouble paying my account to EBay as I have forgotten my password and when asked for my first car and pet, which I never recall having to do, they reject it.   Why can't I pay just with my credit card and not with PayPal. Can I have a phone no. to contact PayPal   Anne Harvey
