Cannot find the refunded money!

I had purchased a hoodie on e-bay for £18, the hoodie didn't come so i mailed the seller and they agreed to give me a full refund, the problem is i checked both of my paypal accounts and the money is not in either, but the seller insists the money was refunded. I also checked my debit card and the money hasn't been refunded on their either . What should i do

Does it show as refunded in the transaction history in your paypal account??

Did you get an email from paypal to say you had received a refund??

How did you fund the original payment to the seller, instant bank transfer or debit card??
