Withdrawls from bank A/C when money in Paypal A/C???

Why do Paypal withdraw from my bank account to make payments when there is money in the Paypal account?? It doesn't make sense. Sometimes I have to pay companies a fee to pay with Paypal and then they take it from y bank account.
I have emailed but still no reply with explanation. Can anyone advise? Thank you.

Thank you for posting your question in our Community and welcome.
In most cases we would use the balance that you have on your PayPal account before we would use the bank as a funding source. I would advise to check the following things:
-Is the money in your available balance?
-Is the money is your primary currency?
If you have balances in multiple currencies we are not able to combine these different balances.
-Is there enough money for the payment? Please keep in mind that we charge a currency fee. Sometimes the balance can be insufficient due to this.
