Withdraw money need return to paypal account!

Hello!

I have one big problem! I withdraw money to my card Mar 26, 2017 and transaction say

26 Mar 2017	Withdraw to Credit Card Completed	-91,72 USD
26 Mar 2017	Withdraw to Credit Card Completed	-217,95 EUR

But my account and card has been deleted because not payed internet banking taxes and not use many time. I go to bank and not have money and they ask me money need return to my account paypal.

I not recived anything and waiting 3 weeks.

What me need make?
