Why has my money not arrived in my account?

On 24 July I withdrew £300 from my bank account. PayPal says: "The money will be in your PayPal balance on 31 July 2017." It is now the 1 August and it is still not there! Why is this? I need this money to pay a bill and was counting on it being there on time!

5-7 working days, the 31st is the earliest (day 5) so it should clear by Thursday.
