Pending payments - change in terms?

Payment emails from PayPal used to say " Funds will take up to 2 hours to appear in your bank account, but may take longer, depending on your bank" and the money would appear instantly. 

Today the same type of mail for a withdrawal to the same accounts says, "Your withdrawal request is now being processed. Your funds can take up to 24 hours to appear in your bank account."

Is this a PayPal change of terms and conditions? I don't recall agreeing to any changes, and I'm used to receiving MY money instantly. 

Any ideas? 

Are other banks now faster?

I have just come off the phone from Paypal about the same issue & they have confirmed after a system upgrade last night there is a technical issue with all UK withdrawals taking upto 24 hours, they are hoping to have this resolved shortly!

same here been waiting over 3 hours so rang paypal and was told its pending because it was doing security checks to check that it was me, however in the next breath  was told its happening to all accounts, not sure if thats right or was to pacify me. would have been nice to known that was the case could have sorted something out instead of relying on getting my money. I had no emails. text or calls.

I too am having the same issue and have been waiting since 6pm yesterday 18th for it to appear in my bank account,never had this issue before as it's usually instant and it's annoying when you have plans.

I have been waiting over 3 days for payment to come through, and still nothing... it's quite a bit of money and I'm really worried!
