Old account cancelled

My old account was cancelled and now I can't link my debit card to my new one.

When you close a paypal account you should remove any financial info attached to it first eg bank account or cards.

If you don't then it is still registered to that account and can't be used on another.

You need to contact paypal and see if they can remove it for you.
