Error when adding Bank Account

The money in my account says available.

 

I have tried adding a bank account for the past 2 weeks now and this is very frustrating.

 

It keeps coming up with an error please try again later.

When i try and send money to a supplier it comes up with problem error.

Have sent numerous emails to Paypal, they keep coming back with the same

drivel all the time despite giving Paypal the banking account number and asking them to add it from their

side.

I am dyslexic and have a speech impediment so it is difficult to speak on the phone.

I AM NOW OUT OF OPTIONS AND NO HELP FORTHCOMING FROM PAYPAL EITHER.
