"You can't transfer them payments. Your recipient can't accept payments at the moment."

I am having issues sending money to my Mother via friends and family (and goods & services). There are also 3 other people stating they are getting the same error message when trying to send her money!! The message states:- "You can't transfer them payments. Your recipient can't accept payments at the moment." You can do it if she sends me an invoice/request but it is not possible to send direct." (screenshot attached)

My Mom spent ages on the phone with PayPal only to be told her account is fine but I can send money to other people without any problems. I have checked all her settings and they look right compared to mine so just don't know what to do now?? Any suggestions on what to try next.

In general, If you cannot send a payment to this PayPal account, it may mean that the recipient's account is not enabled to receive money. This may happen for different reasons as, for example, if there is a limitation of the receiver's account, it the account has not been verified or if some of the details have not been inserted correctly when making the payment.
