21 days hold and still I cant access my money

Hello, for the first time in my life, I sold something on eBay. Then I saw that on my Paypal site, it said they could hold my money up to 21 days. But. I could get positive feedback and so on, and they should be released earlier.
I mailed the buyer, he was happy with the items and such. I then wrote to Paypal, asking that it'd be great if I could get my money ''tomorrow'' (at that time it had been 19-20 days) because it was christmas shopping then in the big city, and I aint there everyday, and the fact that I sold the item was to get some extra christmas present shopping.
But no answer. When I got home a few days later, I wrote a new mail. Waited and waited, no answer on that one either. Around a week after that mail, I wrote a new mail again, and this time, I was seeing red. It was way past 21 days, and they dont even answer my mails. So lots of swearing and cursing. No answer on that one either..
So now, past new year, still nothing. So I guess I just gotta call, and I wish I could choke them through the phone, cus right now, I hate paypal, and its the worst sale experience I've ever had. And until this is fixed, I'm not ever gonna sell anything online again by using paypal. Also, I hear this is illegal. I think its a fine concept, that you're holding the money for the buyers safety and satisfication, but when it aint even legal... And that you also manage to screw it up.. Do some changes! And atleast let sellers get access to the shipping money!

1. Feedback no longer counts as payment release.

2. If its passed 21 days it should have been released. Don't email them waste of time....phone instead.
Click on the words "Contact us" at the bottom of paypal pages > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent.
Advice is voluntary.

YES, call an agent, and get put through to whatever just about able to speak english advisor you get, then get told the same thing over and over again, when they mean something different, and still not get it resolved.
My advice to you, call on a week day about 9-10am you have a much better chance of getting through to the irish customer support ppl who actually have somer idea of what they are doing!!

This sounds very frustrating.
Just clarify the new process I would like to confirm that there are few different hold types for new sellers however the general rule to speed up funds release is to :
- add valid trancing number in PayPal transaction details
- check on your shipping company website if the item has been delivered
- add 3 days/72 hours to delivery date
- call PayPal Customer Servise to get your funds released right away!
