Why have paypal debited my new card?

Yesterday I added a new creit card to my paypal account. I have made no purchases, just added the details. So I login to my credit card account on line today and paypal have debited 0.63p from my card. I was not made aware of a charge to add a credit card and the transaction does not show in my paypal account at all. I know it's only 63p, but it's mine!! Why was it taken and where has it gone and why is there no record of it happening? More importantly will it happen again and will it be more than 63p?

When you add your credit or debit card to your account, you may be required to confirm it.
If you're adding a Maestro card, click here to find out how. For all other cards, see below.
To link your card:
- Login to your PayPal account.
- Click Profile near the top of the page.
- Select My money.
- In the 'Debit and credit cards' section click Update.
- Click Link and Confirm My Card.
- Click Save and Continue.
When you click ‘Save and Continue’, we'll charge your card £1. This will 'link' your card. We'll refund the money into your PayPal account within 24 hours of you confirming your card.
Check your card statement within 2-3 working days and find the randomly generated four digit PayPal code beside, or near the £1 charge. The code will be printed next to the word 'PAYPAL'.
Once you have the code, you can then confirm your card by following the below steps:
- Login to your PayPal account.
- Click Profile near the top of the page.
- Select My money.
- In the 'Debit and credit cards' section click Update.
- Click Enter PayPal Code.
- Enter your the code and click Confirm Card.
