Unable to move account to different country, unable to close account - Frustrating!

Having used my Austrian PayPal account here in the UK for a while, I finally wanted to move the account over to the UK so that I could register my UK bank cards with it.
Since PayPal does not give the option to move an existing account to a different country, I have been trying to close my account for a couple of weeks but consistently get the message that there is a "problem" and I should "try again later."
Right now I am therefore in the position that I can neither really use my account, because I would want my expenditures to come out of my UK accounts, nor can I close it and open a new one, because your system is preventing it. This is frustrating and should be fixed.
What steps can I take?

You are supposed to close your paypal account BEFORE you move countries, withdrawing all funds and bank / card info first.
Your best bet is to phone customer services and see if they will do it for you.
Advice is voluntary.
