I relay dont know who to contact anymore about this problem.

I write couple times email, try to call you, bot they also tell me write on email.

Cant write on email, because I dont have added CC. I have this card on my file till 2008, but I need it to remove and add again. And now I have this problem I cant add it because this msg in subject.

I use paypal every month to pay bills and you can check it in history, I will provide any info you need. Just HELP me.

Is there any human who work who will read email and send answer how to fix it, pls.

I have Verified acc, and relay will provide all what you need, because I dont have other cards to add on my account.

Unfortunately specific issues such as yours cannot be resolved thru the community forum, most of the folks here are volunteers, not PayPal employees.  The only people that can actually look at your account is customer support. You need to call them.
