Rejected direct debit resulting in transfer, reimbursement, then transfer again a month later?

On August 8th there was a Paypal Transfer of $300+ from my account and the note says "Rejected direct debit for payments made between June 19, 2017 - July 7, 2017". This alone confuses me a bit because I have no idea what purchases the sum of $300+ is for since it just lumps a bunch together from June to July.

 

On August 9th I got a Paypal transfer that reimbursed all of the money transfered from the day before. The note read "Reimbursement for adjustment issued Aug 7.-Aug 8" I had assumed that maybe the first transfer was somehow a mistake or something and then they reimbursed my money. 

 

The other day I noticed that once again on September 5th the same amount of money was transfered from my account and the note said exactly the same thing as the first time from August 8th. I'm assuming Paypal is correct in their transfers, but I can't figure out why money would be transfered a month after rejected direct debit payments, reimbursed the day after, and then transfered back out of my account again a month later. I wanted to open a dispute so that at the very least I could get an explanation and understand that everything is correct, but it says the you can't dispute transfers. Has anyone else had similiar things happen? Or if I'm missing something and someone understands it better than me, feel free to explain.

This happened to me too, it almost looks like a repeat of of the 2015 paypal lawsuit, where you start owing extra money for services youre unaware of and youre late before even knowing, your bank will have records of rejection, if there was one , these are ingredients for extortion and people need to recognize it and file a complaint with the Consumer finance protection bureau.
