My PayPal isn’t accepting my card

To do any activity on my PayPal, I have to link my card or bank account. I tried linking my credit card but it said it was declined by issuer.
I think it might have to do with the fact that my account is a US account while I’m in Canada.
Why is my card getting declined? Can I change my country?

Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.
The only exception is U.S ex-pats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).
Advice is voluntary.
