Sorry for your loss, and that must make things worse getting emails from paypal.
When you say you phoned did you actually speak to someone??
Have you asked to close the paypal account belonging to your husband?
Your best bet is to contact them again but this time when you get through DO NOT select any options just say the word "agent" or don't say anything at all and you should be put through to one.
OR have you considered contacting Customer Service via Facebook or Twitter?
