Card not unlinking?

So i tried usin g a different card to do a payment, but it said it was linked to another account.  I unlinked it but it still says it is linked to another account.  What do i do?

You are only allowed x2 paypal accounts if x1 is personal and x1 is business.

If you have x2 of one type then that could be why it is not allowing you to add the card to the account.
