Can't remove old bank card

I see this is has been a problem to others for years but if I could just make my new up-to-date bank card the Primary one then I don't mind the numbers just sitting there. I have NO transactions pending so why isn't it possible to update my info?

Because I go to Update and it gives me the message - can't do it due to pending transaction - which is nonsense, there are none.
