Can't confirm new email address. Confirmation email doesn't reach mailbox.

I've tried several times to add a new email address, but the confirmation message with the verification link sent by paypal to my new email address never arrives. I've checked my spam and other folders and html settings (as advised), but no joy. I've also checked by primary email address.
I had the same problem when adding this address to my ebay account - and in the end, ebay had to add the address themselves, manually.
Any suggestions / advice would be much appreciated!!!

I have the problem described in this thread but in a personal sandbox account. As is normal, the email address for the account is fictitious so I need to add a real one in order to test a purchase transaction, since my IPN handling includes sending the buyer an email containing a licence key (which would go nowhere if sent to the fictitious address). When I tried to confirm the real email address I added, Paypal told me it had sent a confirmation email to the newly added address, but it didn't arrive, despite many attempts with different email addresses. I eventually found them in the notifications for the account - that is, they were sent to the fictitious email address, not the new, real address. However, the message headers claimed that they were addressed to the new, real address, and the bodies were base64-encoded so I couldn't read the confirmation number, which would have allowed me to use the alternative confirmation mechanism.
For those in this thread who had to add a new address because the old one was no longer valid, this would make it impossible to retrieve the confirmation email.
I must say I am really surprised that this issue has been around for as long as it has without being fixed. Perhaps it would help if Paypal were to try and identify problems in its own systems rather than shifting the blame to external factors, such as suggesting that someone's email account settings might be blocking emails from Paypal.

It works with Yahoo and that's it. PayPal, do you people understand you have a problem with your verification process? You do have some fairly good computer IT's there don't you?
And by the way, reCaptcha is the WORST verification program. I can never understand the second word. I'm going to stop using PayPal soon.

I've got the same problem too (as I've changed my email, due to Google's tax dodging) I just keep getting error messages and more emails, I have also tried the plain text (just in case, though I knew nothing was wrong with my email) but still no luck.
I have had to email PayPal directly, so I will see what they say and repost, if it works

Hi all,
I was just trying to add another email address to my Paypal account. I entered new email, but it then came up twice in the email section, so i got duplicates of all emails. i confirmed one set, So one address still said unconfirmed and one was ok (plus my original primary)
I chose the second unconfirmed one and removed it. but the confirmed one went!
i tried then to confirm the one that was left but it gave me error.
so i deleted that one
re added it, reeived the confirm email, tried t confirm. but now it says its from a delted address so wont confirm!!

Same situation here, except mine's a little different. I got the confirmation email, but there's no link to click. There's a link to click to contact Customer Service if you DIDN'T request a change, but that's not a confirmation link.
Here's the email:
Hello XXXXX,
You have added ____________ as a new email address for your PayPal account.
If you did not authorize this change or if you need assistance with your account, please contact PayPal customer service at: https://www.paypal.com/us/cgi-bin/webscr?cmd=_contact_us

Come on, guys, when 30 people in 3 days tell you the problem is on your end, it might be worth considering that they're right. I've got a business to run. If you want to keep getting 3% of my substantial transactions, let's get some smart people on the job and fix this.

Problem is with the link - it doesn't work.
If you go to "my account", update your email, you'll see another "confirm my email" link.
Click that one. That one works.
