Adding a bank acc , please try later error

Hi all, im trying to add a bank acc to my pay pal ( had old one i deleted and using PP again ) , i can add the card but it wnt let me add ny RBS bank account , all i get is error saying please try later,, 3 days of this now.

Any help be greatly accepted , thanks ,
