I have setup a paypal account for a local chapter of my sorority. We do not have the 501c3 certificate. Our national organization does. The account is setup as a business account. The paypal acct. will be used to over the convenience of accepting membership dues, donations for philanthropic causes etc.
How do we setup our account so that we are not charged these fees?

My best guess is that you're going need need to obtain a copy of the sorority's 501(c)3 certificate & send it to PayPal via mail, fax or image download for them to consider whether they will waive the fees normally charged. If US banking laws do not require them to waive fees for 501(c)3 non-profits, they may choose not to allow it.
There may be other documentation requirements PalPal will have to show that your local sorority is in good standing with the national charter, etc. But, if there's already an option to make dues payments through the national sorority, then maybe you're better to work it thru the "front door" so to speak, and get on board with them for a sub-account of some sort.
