Help! $1.95 refund request !!

Help I'm confused. where is my $1.95

two days ago I needed to transfer money more than $500 and in order to do this

I needed to verify my social security number or verify through credit card.

I wanted to lift my limit so I clicked on the checkbox for verify my credit card.

Two days later I got this on my credit card statement

CHECKCARD 4776PAYPAL *EXPUS 4029357733 ME ON
06/11/2010  -$1.95

but before entering the numbers in the box to verify I verifed my social security first but now verifying credit card page is gone. I can't never verify my credit card and is that mean I don't get my refund of $1.95?

If I don't get this refunded. I would say that's a very smart way to confuse customer and steal the money.

Call PayPal... login to your PayPal account and click on the "Contact Us" link at the bottom of the page... there you will find contact instructions and the PayPal phone number for your account.

Search for "How do I confirm a debit or credit card that I've linked to my PayPal account?" in PayPal help section. Here is the quote:

"PayPal will charge $1.95 to your card. (Once you have confirmed your card, this amount is refunded to your PayPal account immediately or to your card within 30 days.)"

In any case, you can dispute the charge with the credit card company on the basis that "services were not performed".
