No, it's all bogus.

The first line is a dead give away: "Dear PayPal user". Genuine messages from PayPal always include your full name.

It's a phishing email. The scammer wants your bank and credit card details. PayPal would never request sensitive information to be sent over an insecure medium, like email.

Forward the email to spoof@paypal.co.uk or spoof@paypal.com and then delete it.
