spoof@paypal.com not working + advice page "does not exist"

I have been reporting scam emails to Paypal for years by expanding the header information and forwarding the email to:
spoof@paypal.com
When I tried to do that today the email would not send and I get the error message:
An error occurred while sending mail. The mail server responded:
5.1.1 <spoof@paypal.com> is not a valid mailbox.
Please check the message recipient "spoof@paypal.com" and try again.
So I searched on google for further instructions and found a link to the page:
https://www.paypal.com/webapps/mpp/security/report-problem
But this page no longer exists (although it still shows up in google search results).
How can I forward scam / phishing emails to Paypal please?

The address works but their software strips out the message then complains that "it must have been attached". It wasn't.
And I used Thunderbird and also Hotmail web to forward it. Neither worked.
Their 'help' is quite useless and goes around in circles getting nowhere. I'm not phoning because I don't expect them to understand the problem.
Another fail.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
