can't log in and can't verify that I'm me without phone

I'm in Mexico with zero phone service. I need to send money to someone here. I tried to login to my account and PayPal didn't recognize my location so asked me to verify that I'm me. But it only gives me two options - to receive a phone call or text (no email option like other sites have). I tried to use skype to call customer service but when I go through the phone tree it drops the call. Per a suggestion on this community, I tried to message via messenger/facebook. I got a response on how to get help - they told me to login to my account and then gave me instructions. That's just great. But the ptoblem is that I can't log in! Any suggestions anyone? I'm really in a bind! I've tried to message them again asking if there was another way to get verified but I'm not getting a response. Thanks.
