Why am I being asked to chaneg my password (for purchases only?)

Just tried to buy a couple of things and each time I can't continue because Paypal says there may be a security breach and someone else may be trying to access my account. It wants me to chaneg my password, which I don't want to do because I have a special system for passwords. But the silly thing is, I can log in to my account (with existing password) , see all the transactions, and transfer funds. If there's been a security breach I shouldn't be able to do that.
