WHY does Paying for postage in ebay create a pop-up despite my browser settings?

I am distressed.
I want to pay for postage in ebay. To do that I have to link my paypal account (it is already linked, but this seems to be yet another link, probably becasue hte delivery system is managed by shutl). That creates a pop-up in a reduced function window in which my password manager won't work. So I have to manually copy and paste emails and passwords.
How does it get to create a pop-up when the settings are that it cannot?
Why is it a reduced function window without my add-ons?
That is annoying enough, but then it decides I used my account 2 months ago somewhere else (NO< that is the way BT works as an ISP!). BUT my password manager doesn't work in this annoying pop-up, so that requires a whole lot more work, and then I will have to change my logins in my phone and my tablet. It won't let me avoid changing my password, which I do not wish to do.
