Using a VPN Service

I use a vpn service as my government has started monitoring everyones digital footprint and giving our data out to anyone who asks for it, how does this affect my usage of paypal?

I use a VPN for security now that we’re being frightened by every agency under the sun. I use it for banking without a problem but with PayPal, I logged on while I was diverted by the VPN through Estonia. A few days later, when trying to pay with PP, they asked me to change my password because of a possible security issue connected to a log in from Estonia. What I deduce from this is that it’s a bad idea to use PayPal over a VPN, especially in another country, unless you want to keep alerting their security processes. On the other hand, perhaps this is a good thing and with PP, we don’t need to use a VPN. What I am going to try is using a VPN through a British server and see if the same thing happens. I can’t see why it would, because some people have different IP addresses every night with some providers.
