How do I close my account when I can't phone customer service due to health reasons?

I am autistic and I don't cope well with talking on the phone, I would like to close my account because I've had issues with it for years and can't even use my card on it any way.

For the same reason I can't do anything with my bank either. Not sure what the problem is or why my account is restricted but I haven't been able to do a single thing with it since 2011 and would like it gone.

What can I do to have it deleted?

Click on the cog icon next to log out and the close account option is on the left side of that page.

I do that and all that happens is I get a message saying

"Before you close your account

There's something that needs to be resolved. Please call customer service, and we'll help you with it."
