How PayPal get money from your bank account?

Is it legal way to get money from our bank account? As I know card system works as pull system in all banking sector. Account is subject to push system (without direct debit option). I used option add money from bank account (not credit card) just to check how system works and got surprise - paypal get money from my account even I had not direct debit service with our bank. I asked bank how this can happened, they just returned money and offered not to claim about it around the web. Are there some kind illegal internal agreements?
More to say same day my PayPal account was blocked and they state it as unauthorized use by asking all documents as in beginning. Even I provided all docs and see complete status - account still blocked with money on it.
All it seems like some kind revenge? Could someone help me please to sort it out.

Hey ecoparcel, the use of a bank account to take funds from via direct debit, is a process that takes several days to set up. We do so using the random deposit method. PayPal is a user initiated system. It is only the account holder that can add and confirm bank or card details.
If there has been an issue where someone has logged in to your account and taken funds. Yes, we will limit access to your account, and ask for some documentation to prove that you are the genuine account holder. This is not done to create problems for you, but to protect your account and the accounts of other users of the system. If you go to the Resolution Centre of your PayPal account and follow the steps there, or contact customer service at 08707 307 191, they will help you restore access to your account.

Thanks for answer but question was - how PayPal can get money from bank as you know it's push system (not credit card as it's pull system). ONLY account holder can transfer-push money to outside bank. Only way to use account as pull system is sign (allow) your bank to do so, it calls direct debit. But to allow it, usually account holder must sign agreement by themselves. Even if I did not follow Paypal agreement carefully, I'm sure no one can't access to my bank account but me.

My account was blocked two days ago. As you know we can just receive money. It's OK as usually takes 1-2 weeks to restore account. (at least it took last time) but I can't do refunds as well. I'm forced to inform about this incident all our 8000 customers. If paypal fails with security when charge illegally my bank account, why paypal blocked my paypal account? It was not any other person who get to my paypal account what paypal suppose to protect from, it's me who claimed for paypal illegal action and I can qualify it as unprofessional or revenge. I'm really frustrated.
